So, the pastor almost got towed away today…

and other funny stories from Clay today…

Of course, I am saying that with a tongue in cheek. As of late we have had quite a few people parking illegally in the Town Pines Court parking lot. Town Pines or TPC as it is aka’d, has 22 parking passes for the 22 homeowners. Those homeowners are the one’s who then have the discretion as to what to do with those passes. They can either use the pass for themselves or arrange some sort of usage by another party. It is limited to one pass per residence. This parking pass situation was put into place because we were being overrun by people who would use the lot and thereby prevent residents from having their spaces.

First, before we go any further, I have had my car towed away in the past because I didn’t have my pass so this rule applies to EVERYONE. I had to pay to have my car reclaimed from the lot. It is not enjoyable to take money out of your pocket. Money is a great motivator.

So, today there were a few cars in the lot that did not have passes. A call was made to the towing company, ABC Towing out of Odenton, the trucks showed up and the process began to have 2 cars removed. Now mind you when cars start getting towed people start making noise. Today was no different, there was a lot of noise created. As it turns out one of the cars that was almost towed was the local reverend’s vehicle. I say almost towed because I received a phone call from the tow company notifying me of the situation. There seemed to be a miscommunication that since the church owned the building that backed up to the lot that they were allowed to use the parking lot. They were stating they were unaware that first they weren’t allowed to park there and further, that they had no idea about the passes. So, being that they were servants of God, they got a warning.

TPC HOA, means business. We have worked very hard to protect the rights of those that live in the community and by no means is it our intention to be rude but, if you don’t have a pass you will get towed.

In other news:
Many have been hearing about the heavy duty police presence on Clay as late as result of the safe street initiative from the APD. I am okay with the situation and so, is about 90% of the people that I have spoke with about it. I have genuinely had conversation with more than 10 people in teh community about the action and everyone but, one have been in agreement with the what is going down. So, actually that figure would be higher than 90%, mathematicians where you at?

If you don’t know what’s going on there is a month long ID check going on down on Clay, so if you don’t got your ID don’t come back here. Is this the new world order? No, its the law. You can’t drive without a drivers license. Further, for those that are opposed that do not live in area like this you should first live in area like this and then form your opinion. This may make you feel like I am a bit of bad guy.

Oh well, next time you see me say hi to the bad guy.

Btw, there are more Clay is Good stickers on their way. Don’t ask me where they came from because I have no idea but, apparently there are more popping up.

Clay Street closings…fyi

The Annapolis Police Department is employing a “Safe Zone” to enhance crime prevention in the Clay Street community. The normal flow of traffic on Clay Street will be affected starting April 13th, through May 8th.
Traffic going east on Glenwood street from Taylor Avenue to Clay Street will not be permitted after 4 p.m., for the next four weeks.
Traffic from West Washington Street toward Glenwood Street will be permitted. Glenwood Street residents may access their residences on Glenwood Street; however, they will not be able to access Clay Street past the Glenwood Street High rise. First responders will have full access to the Clay Street community.
All traffic will be prohibited on West Washington Street, from Clay Street to Northwest Street on two Saturdays this month, April 18th and 25th. The restricted hours will be from 8 a.m. until 8 p.m. The Annapolis Police and Public Works personnel will have detours posted.
On Saturday, April 25th, there will be a Health and Job Fair scheduled for from 10 a.m. until 2 p.m. on West Washington Street It is open to all Annapolis residents. West Washington Street will be closed to all traffic from 8 a.m. until 8 p.m. between Clay and Northwest streets.

Capital City Cultural Arts District guidelines

Ok, ok, alright ok

What exactly is the A&E District or what has been officially designated the “Capital City Cultural Arts District” (CCCAD) in Annapolis and what does it mean for Clay Street?

First, lets define eligibility, or what is referred to as a “Qualified Residing Artist”.
1. owns or rents real property in Anne Arundel County
2. derives income from the sale, publication, production or performance within the CCCAD of an artistic work that the individual wrote, composed, or exectued, either soley or with others within the CCCAD.

note: Artistic work is an original and creative work, whether written, composed, or executed, that falls into one of the following categories:
1. a book or other writing
2. a play or performance of a play
3. a musical composition or the performance of a musical composition
4. a painting or other picture
5. a sculpture
6. traditional or fine crafts
7. the creation of a dance or the performance of a dance
8. the creation of a film or the acting within a film
9. any product generated as a result of any of the categories listed above

note: any piece or performance created or executed for “industry” does not qualify

Arts and Entertainment Enterprise is a for-profit or nonprofit enterprise which is dedicated to visual or performing arts.

Arts and Entertainment Project is a project that promotes or enhances the development of an A&E district.

Okay, so what are the benefits right?

INCOME TAX SUBTRACTION MODIFICATION
to qualify for this benefit the “artist” must meet 3 minimum criteria:
-be “Qualifying residing artist”
-create work defined in the above code
-generate income from work within the CCCAD

the tax deduction is not a tax credit. Instead, artists who create and sell work within the district are not taxed on the income derived from art and art enterprises. This tax applies only at the state level. Federal income tax is still to be paid.

PROPERTY TAX CREDIT
During a 10 year period, a real property tax credit against qualifying property in the CCCAD will be provided by the City of Annapolis and Anne Arundel County. The intent is to reduce the tax levied on the assessment increase due to construction or renovation of eligible buildings. This credit is available for space in manufacturing, commerical, or industrial buildings that are constructed or renovated for use by a “Qualifying Residing Artist or Arts and Entertainment Enterprise”.

The credit is as follows:
1. 100% for each of the first 3 years
2. 75% for the 4th and 5th year
3. 50% for the 6th and 7th year
4. 25% for the 8th and 9th year
5. 10% in the 10th year

MISSION AND ENTERTAINMENT TAX EXEMPTION
This tax exemption is:
-applied to gross receipts from an admissions or amusement charge, and
-applied to commercial arts and entertainment enterprises and qualifying residing artists located within the district.

So this opens a lot of questions…I’ve got answers

Some thoughts…

This is Timmy yo, the gringo

So, its been an incredible few months. We were fortunate to be presented with opportunities to extend projects further than the year prior and that felt very, very good. Clay is Good sticker campaigning kind of good, not that I ever stuck one of those stickers under your noses on your various walks around Annap. All of this could not have done without the help of a Clay Street veteran Kirsten Green. Send a big ups to Kirsten for holding down the Clay site, modeling, organizing email correspondence, and basically assisting in any way possible. She is tireless hardworking woman. Her path will no doubt lead her to whatever success she desires. Much respect.

and another thing…

Some have asked me over the course of the last week or so, if would seriously consider a run for the Mayor of Annapolis. Thank you but, I am not needed in that position. Annapolis needs someone who is genuinely thinking about Annapolis when making decisions. From my vantage point on Clay Street I could not break my bias and represent for the greater whole.
